A collection percentage quoted in a company’s marketing and sales literature is meaningless unless you know exactly how it is calculated. Many companies quote high percentages of collection but never explain their calculations.

At Municipal Management Associates, we compute our collection percentage by dividing the dollar amount of parking fines collected by the dollar amount of parking fines issued, for either a fiscal year or calendar year. Late and penalty fees, although substantial, are not used in calculating the collection percentage as they unfairly inflate the collection percentage.
